Tiers differ by how much you hand over
Not by feature count. A reads: it turns documents into data, and your team does the sending. B sends: arrival notices, delivery orders and document packs go out from the system. C decides and acts: it works within the policy you set and asks a person only on exceptions. Onboarding work grows in the same order.
